
Life
Thomas William Chandler was born in 1968. He grew up in a middle-class family in the west end of London, with one brother, James.

Tom Chandler always dominated his brother James, the brothers both had an interest in sport playing soccer out in the street.
The family had their share of problems. James started at Hendon with Tom, but James dropped out after his "A" levels and developed a drug addiction, nearly bankrupting his parents. James also worked in a pea factory for ten years.

After Spears' death, Sergent Debbie McAllister showed an interest, their first serious rendezvous in a disabled toilet at the funeral. McAllister kept giving him sexual favours for work ones, asking him to have DC Eva Sharpe transferred (who was giving her grief) amongst other requests, which caused Chandler to end it.
A week of work missed, McAllister cheerfully told Chandler she was pregnant, much to Chandler's disbelief. She refused to abort it, and with Cullen transferring to the Homicide Squad, Chandler's pursuers, Webb and Meadows were fast closing in on him. Out of sheer desperation he married McAllister, a casual affair nobody but them and the celebrant attending, and afterward, very inebriated, he forcing himself on McAllister. Despite this, Meadows and Webb had called in CIB, Chandler retrieving the gun used in a hold-up, holding the in-labour McAllister and Meadows in Meadows' office where he allegedly shot himself.
Chandler drank (while on the Bill), coffee (black no sugar), cappuccino, scotch, vodka and tonic, red wine, white wine, champaigne, Pepsi Max, and larger (beer).
Work
Tom Chandler attended Hendon Police College 1979-1982, graduating with classmates Gordon Cooper, Dave Gilbert and Peter Marsden. PC Des Taviner who later worked along side him at Sun Hill was also in attendance at some period of his tuition. It is at Hendon where Chandler supposedly knew Julie Cooper, a manic depressant who he was engaged to but let go of her when she showed signs of mania. Chandler was also alleged to have raped Louise Marsden, Gordon and Cooper holding her down, Chandler's brother James still in school.
Where Chandler started his working life remains unknown, however, at Parkrise station, Chandler was DC, working online side a DS James Barnwell, who went down for corruption charges for taking bribes from well-known villain George Stubbs. Chandler had received a brown envelope containing cash from Stubbs during the corrupt period, however he was cleared of all charges as he went to CIB with the information, taking the rest of the unit down and saving himself.

Parkrise Police Station, 1999
Superintendent Tom Chandler transferred from the West End as part of Mannion's "new Sun Hill". Coming with sweeping reforms and eager to clear the air of corruption, he came down hard early on DCI Jack Meadows, sole survivor of the CID senior management re-shuffle (Meadows called in a favour from senior ranks to keep his job). Chandler came with the new DI, Alex Cullen, who seemed to know each other considerably well- they worked together in the West End, and Chandler knew of Alex's coverup of a death in custody, Alex knew of Chandler's rape of Louise Marsden.
Chandler's call sign was 52.
Chandler's salary was around £52,000 p/a.
THEM.
Chandler showed an interest in Spears in their first episode, On the Hook. From there, he quite often favoured her and commended her before others, leading to suspicion and jealousy. Although Spears was oblivious, her attitude toward him changed after Mickey mentioned that he liked her; from friendly to something more professional and politically-minded.
Chandler probably noticed this and failed to make progress over six months, until Liquid City. In this episode, after going to a police function together, Chandler makes his move on her and they have dinner. Cullen warns Chandler than a 'messing around with a pretty young DC' would be bad for his career and null chances for the position he was going for, Bourough Commander.
With much angush, he does not follow up on the night by taking the taxi with her, drifting sadly away into the night.
Then out of the blue in 001 Chandler and Spears are on again. He's taking her to dodge hotels and buying her cheap wine, refusing to take her out to dinner because 'it's too risky' and admitting to her face that the only reason he didn't have the relationship before was because of his career.
After a fight about this very issue, they're back on...but Mickey Webb's influence over is coming to hand. While extremely drunk, she tells Chandler what she 'thinks of him' in Chandler's office, kneeing him to suitably leave him rolling on the ground after "the" Tom Chandler tries to kiss her back into his good books, then tromping back to her death.
Chandler later tells Webb "Also, [Spears] didn't mean a thing to me if it makes you happy to believe that"; this could be interpreted three ways. One is that he meant it. Two is that he was hiding his grief because he was the Superintendent and it was his job to be the rock, the one that held everyone together thought their time of grief. Three is that everything in the 2002 season onward is a sick joke and he did have feelings for her, but these were drowned in the soapy cesspool, and everything that followed it was also consequentially contaminated.
Either way, after her passing, his life spiralled into misery, anguish and loss of control. It can't be proven that her loss is what caused him to lose grip of reality given the rest of his life before Sun Hill hasn't been given airtime, but it's something to speculate on.
